Boyer successfully secured full planning permission at appeal for 82 residential dwellings at Land at Two Gate Lane, Overton on behalf of Bewley Homes PLC.
The site was allocated within the Overton Neighbourhood Plan for approximately 70 homes, with access to be provided from the B3400 and a multi-use footpath with public rights of way to be provided from the development to the lower end of Two Gate Lane.
Following pre-application engagement with Basingstoke and Deane Borough Council and public consultation, Boyer project managed, prepared and submitted a full planning application for 82 dwellings, vehicular access and the provision of public open space. In the interests of efficiency and expediency relating to the construction process, Boyer also supported with the submission of a separate full application specifically concerning the new access road, which would serve the residential development.
After lengthy negotiations with the Local Planning Authority which led to a positive recommendation, the application was ultimately refused by Members for five reasons. In negotiating the Statement of Common Ground for the appeal, Boyer successfully agreed with the Council that three of those reasons could be addressed, resulting in only two matters requiring discussion at the Inquiry.
At the Inquiry, Boyer successfully demonstrated to the Inspector that the development was entirely appropriate for the edge of village site and was not out of character with the density of other recent developments in the area, or the general character of the surrounding area.
