Outline planning permission was secured for 1,100 dwellings, a new primary school, commercial and live-work units, community centre, allotments, sports pitches and other public open space on land designated as an Area of Special Restraint, following an appeal against non-determination. Subsequent reserved matters approvals (and associated discharge of conditions) were achieved before further full planning permission was gained, allowing for increased density of parts of the site.
The scheme’s build-out is moving close to completion, providing much needed new homes for Harlow, in a sustainable location close to the new M11 Junction 7a, the emergence of which provided further planning challenges alongside the need for sensitivity to landscape and heritage considerations, including the presence of two scheduled monuments.
Boyer’s involvement has also extended to achieving a number of variations to the various permissions, including revisions to the associated legal agreements, liaison with Harlow Art Trust in relation to delivery of public art as part of Harlow’s “Sculpture Town” status and progression of a related footpath link permission facilitating improved access to Harlow Mill railway station.
